Recently, the Liaoning Provincial Department of Human Resources and Social Security announced the exemplary cases of "Innovation and Entrepreneurship" among specialized technical personnel from provincial public institutions in 2023. Notably, Wang Dexi, the company’s founder, was successfully selected as one of the honorees. The first group of 10 outstanding role models in "Innovation and Entrepreneurship" comes entirely from provincial universities and research institutes, representing diverse industries and fields. They serve as a microcosm of professional and technical personnel—especially high-level talents—from public institutions at all levels across the province who are actively engaging in entrepreneurial and innovative endeavors. This selection further highlights how these professionals are leading the way in integrating into market-oriented economic entities and driving the commercialization of scientific research outcomes. It also showcases the catalytic role of these specialists in attracting talent and nurturing industry-specific expertise. Moreover, it underscores the commitment of the human resources and social security department to continuously deepen reforms of talent development systems and mechanisms, thereby fostering an optimal innovation-driven industrial environment and guiding incubation organizations and maker spaces toward greater specialization and refinement.

  Recently, the Liaoning Provincial Department of Human Resources and Social Security announced the exemplary cases of outstanding professional and technical personnel from provincial public institutions who excelled in "Innovation and Entrepreneurship" for 2023. Among them, Wang Dexi, the company’s founder, was successfully selected. The first group of 10 distinguished role models in "Innovation and Entrepreneurship" all come from universities and research institutes directly under the province, representing diverse industries and fields. They serve as a microcosm of how professional and technical staff—especially high-level talents—from public institutions at all levels across the province are actively engaging in entrepreneurial and innovative endeavors. This selection further highlights the exemplary role of these professionals in contributing to the development of market-oriented economic entities and accelerating the commercialization of scientific research achievements. It also showcases the catalytic impact of their "Innovation and Entrepreneurship" efforts in attracting talent and nurturing specialized expertise within various industry sectors. Moreover, it underscores the commitment of the human resources and social security department to continuously deepen reforms of the talent-development system and mechanisms, thereby fostering an optimized innovation-driven industrial environment and guiding incubation organizations and maker spaces toward greater specialization and refinement.

  Wang Dexi, male, a member of the Communist Party of China, holds a postgraduate degree and a doctoral degree. He is the Chairman of Liaoning Boshi Technology Co., Ltd. and a professor at the School of Environmental and Chemical Engineering, Shenyang University of Technology, where he also ranks as a second-level professional and technical expert. Dr. Wang has led or participated in more than 11 national, provincial, and municipal-level research projects, as well as supervised or contributed to 14 horizontally funded projects. Under his leadership, his team has collectively secured over 70 authorized patents, including more than 20 authorized invention patents. Additionally, he has published over 40 academic papers, five of which have been indexed by EI. Dr. Wang has also authored or co-authored four books, including one as the chief editor.
  Comrade Wang Dexi has consistently advocated for and put into practice the philosophy of innovation-driven entrepreneurship, using startups to create jobs, accelerate the commercialization of scientific and technological achievements, and continuously explore new models for deeply integrating "enterprise + university + local government" in turning research outcomes into marketable products. The Liaoning Boshi Technology Co., Ltd., founded by him, is now recognized as a national "Specialized, Fine, and New" Little Giant enterprise, a national demonstration enterprise for intellectual property utilization among industrial firms, and a national benchmark enterprise for wastewater treatment equipment standards. Leveraging the company's platform, he has successfully commercialized over 20 patented products across three key technology areas, with the resulting products filling critical domestic gaps and effectively replacing imported counterparts from Europe and America. In 2022, the company achieved an annual output value nearing 100 million yuan. On March 17, 2021, Liu He, Member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, led a delegation to Liaoning Province for a research visit. Professor Wang Dexi was invited to attend the symposium and delivered a speech. Then, on May 18, 2022, Zhang Guoqing, current Vice Premier of the State Council, visited Liaoning Boshi Technology Co., Ltd.—the enterprise founded by Wang Dexi—and conducted an on-site inspection, offering high praise for the company's innovative initiatives and contributions to China's industrial development.

   1. Focus on market demand and uphold independent innovation.
  Focusing closely on market demands and the growth of the eco-friendly and energy-saving industries, we adhere to the principle of "cultivating knowledge in the workshop and embedding patents into our products." Our independently developed jet aerators, steam ejectors, and vacuum systems have been sold to more than 400 cities across 21 provinces in China—and are even exported to Southeast Asia, successfully replacing imported products. Second, we are committed to building a robust "incubator" for industry development. By establishing pilot-scale testing facilities, we’ve ensured that technological innovations are not only developed in stages but also systematically nurtured, accumulated, and ultimately commercialized. Third, we are dedicated to fostering the green and low-carbon industry. Firmly embracing the development philosophy that "lucid waters and lush mountains are invaluable assets," our team has meticulously crafted key documents including the "Liaoyang City Carbon Peak Implementation Plan," the "Liaoyang City Three-Year Action Plan for Energy Conservation and Emission Reduction," the "Liaoyang City Energy Consumption Survey and Analysis Report," the "Liaoning Province Magnesite Industry Development Research Report," and the "Liaoyang County Magnesite Industrial Park Planning." These efforts have actively supported the region’s transition toward sustainable, green economic growth.
   II. Building State-Owned Brands to Drive the Industrialization of Scientific and Technological Achievements
  Persistently advancing industry-education integration to accelerate the commercialization of research outcomes, we are establishing a deeply integrated innovation and R&D ecosystem—led by enterprises—with strong collaboration among industry, academia, research institutions, and end-users. This initiative focuses on process industries such as petrochemicals, power generation, metallurgy, pharmaceuticals, and building materials. Additionally, we are strengthening partnerships with universities and research institutes like Northeastern University to foster robust industry-academia-research-application cooperation. Currently, our research has centered on jet technology-based heat and mass transfer theory, as well as the development of environmentally friendly equipment. During the 14th Five-Year Plan period, aligned with the "Dual Carbon" strategic goals, we will concentrate on the energy-saving and environmental protection sectors, pioneering a new integrated model of industry, science, education, and regional collaboration. This approach aims to contribute significantly to building a science-and-technology-powered nation and driving local economic growth.

   3. Serving the Local Community: Three Articles Showcase Your Skills
  We persist in independent innovation and self-driven transformation, creating a deeply integrated "ecosystem" that brings together industry, academia, and research. This approach fosters the seamless convergence of innovation and industrial chains. Leading the establishment of the Environmental Engineering Branch of the Liaoning Provincial Society of Mechanical Engineering, we have also formed three key alliances: the "Liaoning Process Manufacturing Cloud Service Industry Technology Innovation Strategic Alliance," the "Liaoning Advanced Manufacturing and Modern Service Industry Technology Innovation Strategic Alliance," and the "Liaoning Boshi Process Industry Energy Conservation and Environmental Protection Equipment Industry-Academia-Research Innovation Alliance." Together, these initiatives are generating significant cluster effects within the industry. Additionally, I led the successful approval of one of Liaoning Province’s first 100 "Challenge-Based Project" science and technology initiatives in 2021—specifically, the "Next-Generation Light-Burned Magnesium Oxide Flash Rotary Dynamic Calcination Technology." Our research and development efforts focus on promoting intensive production and comprehensive utilization within Liaoning’s magnesite industry, while simultaneously building an industrial base dedicated to energy-efficient and environmentally friendly equipment. To further advance this mission, we established the "Magnesite Industry Technology Innovation Research Institute" in Liaoyang County, paving the way for the "original-brand" industries to ascend along the value chain and unlock greater economic potential.
   4. Attract talent through industry development and nurture industries with talented individuals, transforming the enterprise into a "talent haven" and an "innovation hub."
  We firmly regard talent as the primary strategy for driving innovation and development, adopting a multi-level and multi-channel approach to attract and cultivate talent, thereby creating a powerful talent magnet that provides robust intellectual support for the company’s high-quality growth. To date, the company has successfully recruited over 20 professionals from prestigious institutions such as Northeastern University and Shenyang University of Technology. Currently, the enterprise boasts one national "Ten Thousand Talents Plan" leader in science and technology entrepreneurship, along with 5 doctoral researchers, 11 master’s degree holders, and more than 20 bachelor’s degree graduates. Additionally, we have implemented the "Team + Project" "soil-transplantation" initiative, leveraging expert teams to propel the company into leapfrog development. Furthermore, we’ve established deep strategic partnerships with numerous universities and research institutes, fostering robust mechanisms for technological innovation, knowledge accumulation, and collaborative development of cutting-edge products—empowering the company with enduring vitality and competitive edge.

   V. Persist in supporting research with production and driving production through research, thereby propelling the company’s development into a virtuous cycle.
  Always treating the closed-loop development of the innovation chain as the key to corporate success or failure, the company has established a positive feedback loop encompassing R&D, technology transfer, production, and reinvestment. Over the past five years, the company has cumulatively invested nearly 15 million yuan in R&D, with average R&D spending accounting for nearly 8% of its sales revenue. As the leading enterprise, the company has spearheaded the formation of the first substantive "industry-academia-research" alliance, bringing together 37 member organizations. This shift from "individual efforts" to "collaborative innovation" has significantly enhanced the company's capabilities in original innovation, engineering scale-up, and ecosystem integration. BoShi Technology actively gathers and connects domestic and international innovation resources, focusing on applied research and cutting-edge technological advancements in energy-saving and environmental protection industries, as well as new materials. The company is also collaborating to build pilot-scale platforms for demonstrating and commercializing scientific and technological achievements, alongside public technical (testing and inspection) facilities. By nurturing specialized research institutes, investing in innovative startup projects, and incubating high-tech enterprises, BoShi Technology is firmly positioned to support industrial innovation and drive sustainable growth in these critical sectors.
   6. Give Back to the School, Nurturing Advanced Talents
  By continuously leveraging corporate resources to support the university, we have cultivated a dedicated faculty team of dual-qualified teachers—strong in both teaching expertise and engineering capabilities—who are deeply rooted in environmental education. Currently, the team has mentored five young faculty members, including 11 doctoral researchers and one postdoctoral fellow. Additionally, we actively encourage college students to pursue innovation and entrepreneurship by establishing an Entrepreneurship Scholarship at our alma mater, Liaoyang Branch of Shenyang University of Technology, offering comprehensive entrepreneurship guidance and hosting an Innovation Lecture Series, thereby injecting fresh energy into the "innovation and entrepreneurship" movement.
